Human Resources Technician 2

Up to $55,833/annually

St. Cloud, MN

This position exists to perform paraprofessional Human Resource services and administer personnel policies in the areas of personnel recruitment, transactions, classification, selection, compensation and labor relations. They will input routine and non-routine human resources transactions and will provide SEMA4 expertise to human resources, payroll, District Personnel Offices and budget staff. This position will also assist with advanced technical insurance and benefit services to the Department of Transportation managers, supervisors, and employees in accordance with applicable contracts, laws, policies, and procedures.

MINIMUM QUALIFICATIONS

Two (2) years of technical human resources experience that demonstrates the following:

Knowledge and experience applying federal, state and or employment contract language, personnel rules, personnel and payroll policy and procedure as it pertains to employee transaction, payroll and benefit processes.

Experience utilizing HR information systems (HRIS) to enter wages or other transactions.

Computer software skills (e.g., Microsoft Word, Excel, PowerPoint, Publisher, and Outlook) sufficient to prepare and/or edit reports, compile, and review reports, create informational materials, create employee and applicant letters and memoranda, etc.

Reading comprehension sufficient to understand and correctly apply written material (e.g., collective bargaining agreements, personnel policies and procedures) to business processes.

Preferred Qualifications

Previous human resources experience in the State of Minnesota's employment systems including skill in Recruiting Solutions and SEMA4 software.

Knowledge and experience applying employment contract language, and personnel rules.

Experience with State of Minnesota contract language to sufficient to answer employee questions pertaining to bargaining unit contracts.

Experience providing employment benefit information to employees.
